I feel sure a glass repair may even make it smoother. There seems to be plenty of room to grind it down some if you wanted this fixed other, than that it is pristine excellent condition. It definitely needs polishing on the silver overlay again, I would have a professional do that as well due to its age. I do not know the maker of this nor do I know what country it is from.
