They were made  from the late 18th century through then 1920's. Flat back cutters were mass produced in the 20th century - often with wood handles. Open back cutters became more popular after the 20's. I read that a large amount of solder, as in this cutter, indicates  a later 19th or early 20th century origin - solder was more expensive in earlier years and used more sparingly. The cutter is 2 5/8 inches at the widest, and 4 3/8 inches high. There's some light rust and discoloration but no dents or bends. There is a small triangular hole in the rim  just above one hand.
