He is carrying an umbrella over his shoulder. There is a black JAPAN mark on the bottom. Figurines like this were produced by the millions during the 1930s through 1950s and available for a nickel or so. It was typical for the faces to be painted with some care to imitate European figurines, but overall the painting and finishing were not carefully done, as they weren't produced to be great art.
