Possibly Kenneth jay lane? I found very similar turtle brooches with his signature on it, just with different backs. This one is unsigned, it does have however an oval raised section where a signature should have been but there isn’t any. Selling it as unsigned- unbranded. There is slight fading to the gold tone in some areas- mostly on the edges of his legs. All stones are present. Gorgeous lucite swirl back with shell design on it.
