The brooch is a confirmed DeLizza and Elster Juliana piece, with a similar brooch featured on the Is It Juliana website, item reference number 4388, described as a "wired baguette spray" with a "foiled spotted cabochon," riveted florette, and a couple figure 8 puddling areas.  Note also the fanged prongs and pin stop.  This brooch is much fancier than that, with an added navette halo.
