I am guessing that this dates to the 1930s or possibly earlier considering the plain color choices on the piece. Old paper mache' and composition pieces often have a "shabby" look- see photos detailing missing paint, missing paper bottom and general wear from age and use. I sell many crèche sized animals and figures and I like to split them up into smaller lots so that each animal/statue can be seen from all sides as a detailed description rather than lumping them altogether and having no idea what you are getting.
