Rosbro Plastics was founded in 1946 in Pawtucket, Rhode Island, by the Rosen family , who had previously owned the E. Rosen Company, a candy maker.  The plastics division was created by Sam Rosen's son-in-law, Bert Brown, and specialized in producing hard plastic, holiday-themed novelty items, most notably as candy containers, during the  Hard Plastics Era  after WWII.  The company closed in June 1998.    The Santa is from the 1940's and was made by Irwin, (based on my searches online).  There are no markings so I can't say for sure.
