What makes this book so interesting at this time is that it's primary purpose is to explain the rationale behind the passage of the Toll Exemption Act of 1912 which exempted US coastal ships from paying Panama Canal tolls and its subsequent repeal two years later at the request of Republicans lead by President Wilson. We now seem to be going in the opposite direction but the arguments for and against the exemption are still compelling.
