This is a vintage ceramic figurine measuring approx. 5 3/4" tall. The original Napco foil label is still present on the bottom and she is also stamped what looks like "4J4491". One of the small flowers in her basket is damaged and her lace style skirt looks like it may show some discoloration from age. She holds a ring in one hand which probably originally had a chain leash with dogs attached.
