My guess is that a collector will repaint him to add to their collection. Item for sale:   Vintage Milk Glass Figural Christmas Light Bulb Male Figure Holding Binoculars Bulb Shape: Possibly a Soldier, Watchman, or Lookout? (Uncertain).  He's a small character wearing a hat, some type of official suit with a belt, holding a pair of binoculars and some type of tool in the other hand.   Date/Era Estimate: Based on style and online research, I believe he was likely manufactured in Japan during the 1930s-1950s.  But there is no branding or dating that I see on him, so this is an estimate only. Size:   Measures approx.  3.5" including the metal base of the bulb.  See measurement photos near the end of the pictures. Condition:  Vintage, Pre-Owned, Fair Condition.  I have not tested it, but my guess is not-working, to use for decor purposes only.  Most of his paint has peeled off. I did wipe him down, but he may still have some dust/dinginess remaining. The paints comes off very easily.  My guess is that a collector will repaint him to add to their collection.  No chips or breaks on the glass.  There is some erosion/patina on the metal portion, of course.
