There are five stars on each side of his lapel along with an 11th star  atop the metallic clasp used to hold the vest closed. The attire which is worn over his coat appears to be ceremonial in nature and more than likely represents the 11 Confederate States that succeeded from the Union and formed the Confederacy led by Jefferson Davis. Political inspired attire of this nature was not uncommon in America during the political debates leading up to the Civil War. Measures approximately 2 1/2" x 4" inches.
