The intricate design depicting fish is in the style of William Comyns & Sons in England around the Victorian or Art Nouveau period. His designs feature ornate pierced and embossed decoration, often depicting foliage, scrolls, birds, or mythological figures. This frame is constructed from solid sterling silver with a blue velvet backing material. It has the glass but I do not know if it is original to the frame. The blue velvet backing has some condition issues and the top gold piece to hold the picture in is broken. I have taken pictures of all the measurements. The frame itself is measuring 7x7 inches. Otherwise for its age it is in remarkable condition.
