This is a gold tone metal buckle with black enamel accents, and with a bunch of gold flecks sealed inside the clear resin center mount, from the 1980s. It is in pretty nice condition, as shown in the photos it does have some patina, and some minor wear and tear from age or use. It measures approximately 3-3/8" x 2-5/8", fits a 1-1/2" wide belt and weighs about 3.2 oz.
